What You'll Do

    Workforce Planning, Labor Management & Decision Support

  • Analyze workforce trends, labor utilization, and attendance patterns to identify risks and provide actionable recommendations to project leadership 
  • Take ownership of resolving payroll discrepancies, job coding conflicts, and labor allocation issues with minimal supervision
  • Partner with field leadership to determine appropriate corrective actions for attendance, productivity, and compliance concerns 
  • Influence workforce planning decisions, including staffing levels, traveler utilization, and labor forecasting inputs 
  • Develop and implement standardized labor tracking processes to improve data accuracy and 
    operational visibility

    Project Data Analysis, Reporting & Business Insight

  • Serve as the single source of truth for site-level workforce and project data 
  • Interpret and analyze data including: 
  • Headcount forecasts (current and projected) 
  • Labor cost trends and productivity metrics 
  • Schedule performance and P6 variance reporting 
  • Translate data into insights and recommendations that influence project execution strategy 
  • Identify cost, schedule, and resource risks and proactively escalate with proposed solutions

    Onboarding Strategy, Workforce Readiness & Access Management

  • Oversee end-to-end onboarding strategy to ensure workforce readiness aligns with project demands 
  • Evaluate onboarding timelines, access constraints, and system readiness to prevent delays to execution 
  • Exercise discretion and decision-making authority to prioritize onboarding activities based on project needs and constraints
  • Ensure compliance with training, badging, and system access requirements

    Operational Coordination & Execution Strategy Support

  • Partner with Project Managers and Superintendents to align labor, schedule, and operational priorities 
  • Provide input and recommendations on scheduling coordination and resource planning 
  • Support billing and financial processes by validating labor data and identifying discrepancies or 
    risks 
  • Drive cross-functional alignment between field teams, project management, and support functions

    Meetings, Communication & Accountability Management

  • Lead coordination and structure of site-level operational and leadership meetings 
  • Synthesize information from multiple stakeholders to document clear action items and priorities 
  • Track follow-ups and hold teams accountable to commitments and deadlines 
  • Escalate risks, delays, or breakdowns in execution with recommended corrective actions 

    Travel, Logistics & Cost Awareness

  • Analyze and coordinate travel logistics with a focus on cost efficiency and workforce deployment strategy 
  • Maintain visibility into traveler utilization and associated costs 
  • Provide recommendations to optimize travel planning and resource allocation

    Process Improvement & Operational Excellence

  • Identify inefficiencies in workforce management, reporting, and site operations 
  • Independently develop and implement process improvements, tools, and standardized workflows 
  • Act as the site knowledge hub for operational processes, labor data, and reporting systems 
  • Continuously improve how the project operates through proactive problem-solving

    Team Leadership & Administrative Oversight

  • Provide direct supervision, guidance, and support to Administrative Coordinators (ACs)
  • Delegate administrative tasks appropriately while maintaining accountability for accuracy and timeliness 
  • Review and validate administrative outputs including onboarding documentation, timekeeping inputs, and reporting deliverables 
  • Train, mentor, and develop ACs to improve capability, efficiency, and consistency across the site 
  • Establish clear expectations, priorities, and performance standards for administrative functions 
  • Ensure administrative processes align with project needs, company standards, and customer requirements 
  • Travel: The individual in this role should be able and willing to travel as required by E2 Optics. 

What We Are Looking For

  • High school diploma required.
  • Bachelor’s Degree in Construction Management, Business, or related field preferred 
  • 3+ years in construction, telecom, or project coordination
  • Experience with workforce/labor management, project reporting / analytics, multi-team coordination.
  • Experience leading or overseeing administrative or support personnel
  • Strong ownership mindset and accountability
  • Advanced Excel and data analysis capability
  • Working knowledge of P6, labor tracking, and forecasting
  • Ability to manage multiple priorities in fast-paced environments
  • Strong communication and organizational skills
  • Ability to influence without authority

Work Environment and Physical Demands

The standard work environment for this position is an indoors business office and construction environment. The noise level in the work environment is usually moderate. This role requires sitting, use of hands and arms, verbal communication, and occasional physical movement such as stooping or kneeling. The employee is frequently required to stand and walk. The employee must regularly lift and/or move up to 40 pounds and frequently lift and/or move up to 25 pounds. The employee must regularly carry and climb ladders to 20 feet. Must be able to operate equipment such as scissor lifts, telehandlers, boom lifts, and UTVs (buggies) if required to do so. The employee may also be required to work in tight and confined spaces. The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job.
